From Little Havana to Racine County
Henry Perez was born in Cuba and fled communism as a young child, settling with his mother in Miami's Little Havana. From an early age, Henry was drawn to service. As a Miami Police Explorer he rose to the rank of colonel before graduating high school, served as student government vice president, and was named an All-American athlete.
Henry earned a Bachelor's in Religious Education from Kuyper College and a Master of Arts in Theology from Miami Christian College. He then entered the police academy and built an 18-year law enforcement career — serving as a Miami Dade Police Officer, School Resource Officer, Community Resource Officer, State Attorney Investigator II, and Police Sergeant.
During that career he received over 100 commendations and was awarded the Key to Miami Dade County by the Mayor. He instructed at the Miami Dade Police Training Bureau and departments across Florida and Michigan, specializing in Community Policing and Cultural Diversity Training.
Henry has also served as a pastor in Hispanic, African American, and inner-city communities across three states. He directed a homeless shelter, led a food and clothing pantry, and serves as a licensed minister and Wisconsin Notary Public.
In Racine, Henry has served as the 12th District Alderman from 2013 to 2026 and continues to teach as a Dual Language Special Education instructor at RUSD. He also operates Henry Perez Security Services LLC, a licensed private security firm serving Racine County for over 15 years.
Always Present. Always Engaged.
Henry doesn't wait for problems to come to him — he meets the community where they are.

Henry's priorities are grounded in decades of real experience — not campaign promises.
Every student deserves to learn in a safe environment. Henry will ensure School Resource Officers are assigned to schools throughout Racine County — building trust between young people and law enforcement from an early age. Having served as an SRO himself with Metro Dade Police, Henry knows firsthand the difference a trusted, present officer makes in a child's life and in the culture of a school.
Henry will maintain a dedicated unit specializing in proactive crime prevention strategies and rigorous firearms training. A certified USCCA Firearms Instructor himself, Henry believes keeping officers skilled and current is not optional — it is essential. Staying ahead of crime means investing in the people who prevent it.
The Racine County Jail must operate at the highest professional standard. Henry has identified staffing and supervision issues within the Corrections Department as the most urgent challenges facing the Sheriff's Office and will address them directly — ensuring the safety of staff, the dignity of those in custody, and the full confidence of our community.
Henry has spent decades focused on child welfare — as a teacher, a school resource officer, and the author of "Snapshots on Safety" for the Racine County Eye. As Sheriff, he will champion community programs that help keep children safe at home, partnering with families, schools, and local organizations to prevent harm before it happens.
A healthy officer is an effective officer. Henry will require annual mental health training updates for all department personnel, sponsor a dedicated law enforcement therapist, and establish peer support groups so that no officer faces the weight of this work alone. As a certified Crisis Intervention Partner, Henry leads with empathy as much as authority.
Henry holds certifications in internal affairs, leadership and supervision, and managing community policing. Under his watch, all police investigations will be thorough and complete. Any officer found engaging in illegal activity will face immediate dismissal following a full and fair investigation. No exceptions. No cover-ups. The badge demands nothing less.
Technology must serve the public — never be used to abuse it. Henry will establish clear, enforceable policies governing how officers use department technology, ensuring it remains a tool for safety and transparency, not misconduct or overreach.
Henry is committed to a fully staffed sheriff's department that builds strong, positive working relationships with every village and city department across Racine County. Public safety is a team effort — and Henry will lead that team with collaboration, mutual respect, and clear communication.
Every officer wears more than a badge — they wear the trust of this community. Henry will set and hold a standard of personal conduct that makes Racine County proud of its sheriff's department. Officers serve as ambassadors of safety, and Henry intends to lead by example every single day.
"We have to do the best job we can with the people we have — and with the people we serve as well. I may bring a new culture to this office — and that is exactly what Racine County needs."

Building the Foundation of a Great Sheriff
Long before Racine, Henry Perez was on the streets of Miami — building the skills, values, and instincts that define a great law enforcement leader. As a member of the Metro Dade Police S.R.O./C.S.O. Unit, he learned that the most effective policing happens when officers are embedded in the community and seen as partners — not just enforcers.
That philosophy has guided every role Henry has held since, and it will guide the Racine County Sheriff's Office under his leadership.
